Marijuana Hearing Raises Concerns Over Water and Public Safety.  The Senate Budget and Fiscal Review Committee heard testimony on Thursday, February 16, regarding how the state is implementing Proposition 64, which legalized the recreational use of marijuana in California.  The hearing highlighted significant uncertainties and risks that remain around regulating the marijuana industry, including the challenges presented in banking money from the sales of marijuana so it could be collected most effectively by the state, the amount of taxes California expects to collect, how those taxes will be spent, how to address public safety concerns, and the impact of marijuana legalization on communities. During the hearing, Senate Republicans raised questions about how state authorities would address public safety risks created by marijuana businesses moving large amounts of cash, and how to ensure that marijuana growers do not abuse water resources and the environment. The Committee did not vote on any of these issues.
