Sacramento , CA ( December 1, 2008) – Senator Bob Huff (R-Diamond Bar) took the oath of office today as he was sworn in at the State Senate Chambers in Sacramento. Following the ceremony, Huff introduced legislation to implement performance-based budgeting as part of his effort this year to reign in wasteful spending and balance California’s budget.
"I feel very humbled," said Senator Huff. "I’m truly blessed to have the opportunity to represent the citizens and the values of the 29th District."
"California, famous for innovation and new ideas, is hamstrung by a budget crisis that dwarfs all other issues. The state’s finances must be brought under control if we are to properly address the many challenges facing California. Prioritize spending and make each taxpayer dollar work to benefit California – that is how government continues to meet the needs of its citizens during an economic downturn. That is why I introduced SB 8, which will require certain departments to utilize a performance-based budgeting program. The bill will ensure that every taxpayer dollar is being used resourcefully and efficiently," said Senator Huff.
California ’s current baseline budget method only accounts for what the government spends. A performance-based budgeting method would also hold government accountable for what it achieves by analyzing the efficiency and outcomes of respective programs.
"State government will continue to lose public confidence as long as we continue to foster a wasteful and inefficient budgetary system. My bill will require departments to review expenditures based on program results so we can avoid wasteful spending in the first place."

Among the Senator's top priorities in the upcoming legislative session are budget reform, education and transportation development.
Senator Huff represents the 29 th Senate District which covers portions of Orange, Los Angeles and San Bernardino counties.
