Senator Tom Harman’s remarks during Senate Public Safety Committee legislative debate on legislation to address California’s broken capital punishment system.
Senator Tom Harman opposed the passage of more than 40 pieces of empty legislation to the Assembly. These measures will later be later amended to include parts of the budget however when they passed off the Senate floor there was no language in any of the bills. Harman and his Republican colleagues objected to this process as it does not allow for public debate or transparency. Republicans believe the bills should go through budget committee, have a public vetting and be voted on by the Senate as complete pieces of legislation.
