The Democrat-controlled Assembly Budget Committee today rejected an Assembly Constitutional Amendment that Senate and Assembly Republicans introduced in an effort to reform California’s budget process. Assembly Constitutional Amendment 19 (Villines and Niello) would have created a state spending limit and a rainy day reserve that Republicans said are critical to resolving the state’s budget crisis once andall and preventing the state from spending more than it brings in every year. Assembly and Senate Republicans today responded to the release of Governor Schwarzenegger’s revised May budget plan, which they said included both positive improvements over the January budget and areas that caused significant concern to Republicans. (244 KB)
