Republicans Propose Constitutional Amendment to Limit Spending, Create Rainy Day Fund
The Democrat-controlled Assembly Budget Committee today rejected an Assembly Constitutional Amendment that Senate and Assembly Republicans introduced in an effort to reform California’s budget process. Assembly Constitutional Amendment 19 (Villines and Niello) would have created a state spending limit and a rainy day reserve that Republicans said are critical to resolving the state’s budget crisis once andall and preventing the state from spending more than it brings in every year. Republican lawmakers joined with Senate Republican Leader Dave Cogdill, of Modesto, and Assembly Republican Leader Mike Villines, of Fresno, today at a capitol press conference to unveil a series of government reforms that would help solve California’s looming budget crisis without raising taxes. Included among the proposals were measures that would combat government waste, fraud and abuse, create more local control for schools and stretch dollars from the voter-approved infrastructure bonds for housing, road and school construction projects.
