Achieving Meaningful Regulatory Reform

From the Executive Order issued by President Obama to the State of the State delivered by Governor Brown, “regulatory reform” is now a bi-partisan phrase in the political lexicon.
However, this term takes on very different meanings depending on who is saying it. Some refer to “regulatory reform” as a review and potential repeal of outdated or duplicative regulations. While this is good housekeeping that should be pursued, it should not be confused with structural reform to the regulatory process intended to prevent ineffective or unnecessarily burdensome regulations from being promulgated in the first place.
The purpose of this E3 Roundtable is to discuss structural regulatory reform that establishes a more robust, independent process for reviewing programmatic alternatives. The goal is not to prohibit regulations, but to reform the process in which rules and regulations are developed such that regulations better achieve the intended objectives in a well-designed manner that is also protective of jobs and the state’s economy.
